Belmar, a shore town that has hosted a sandcastle contest for 24 years, just recently reversed a little known town law concerning it's beaches. The law required people to first receive written permission from the town council if they planned to build something from sand. The town now only requires you to level the sand before you leave the beach.
That must of been a really old law, back from a time when you could actually get the town council to do something for you. Amazing how time change things, sometimes for the better, other times for the worse.
